The list of anthropic properties, apparent accidents of a non-biological nature without which carbon-based and hence human life could not exist, is large and impressive.
If the charge on some electron was even slightly different than there will not be complex chemistry and opportunity to life to evolve
So there could be a empty universes and if this charge wouldn't be precisely that the life wouldn't exist
